On May 25, 2018, the Institute of Molecular Biology and Biotechnologies held an event dedicated to the 100th anniversary of the establishment of the Azerbaijan Democratic Republic. Deputy Director of the Institute for Scientific Affairs, PhD Alamdar Mammadov noted that the creation of the first democratic republic in the East was an important event for the revival of our statehood traditions. The first meeting of the National Council was held on May 28, 1918 and a historic decision on declaration of the independent state of Azerbaijan was made. Mahammad Amin Rasulzade was elected as chairman of the National Council of the Republic of Azerbaijan. Azerbaijan Democratic Republic was recognized as an independent state based on the Paris Peace Conference resolution. Diplomatic relations were established with many countries around the world, bilateral and multilateral agreements were signed. On May 28, 1918 the member of the National Council, Fatali Khan Khoyski was charged to form the first cabinet of the Democratic Republic of Azerbaijan. Fatali Khan Khoyski was appointed as Chairman of the Council of Ministers and Minister of Internal affairs. Khosrov bey Sultanov, Mammadhasan Hajinski, Nasib bey Yusifbeyli, Khalil bey Khasmammadov, Mammad Yusif Jafarov, Akbar aga Sheikhulislamov, Khudadat bey Malik-Aslanov and Jamo bey Hajinski were approved as the first members of the Government. In his speech A. Mammadov emphasized that despite the 23-month existence of the Azerbaijan Democratic Republic, which was created at the end of the First World War, under conditions of tense diplomatic struggle, very important decisions were made during its independent activity. On 27 June 1918, the Turkish language, as the Azerbaijan language was called then, was declared the official language by the Government.  On June 26, 1918, by the decree of the Government, the Muslim Corps was renamed the Azerbaijan Corps. Lieutenant General Aliaga Shikhlinski was appointed commander of the corps. The three-color national flag of Azerbaijan depicting white-color crescent and an eight-point star was accepted by the government of the Democratic Republic of Azerbaijan on November 9, 1918. On January 30, 1920, the government of the Azerbaijan Democratic Republic declared the competition on the state emblem and anthem of Azerbaijan and decided to adopt the emblem and hymn on May 28, the same year. However, due to the occupation of North Azerbaijan by the Russian-Bolshevik Army on April 28, 1920, it did not take place. Other employees of the institute noted that the Republic of Azerbaijan that re-established its independence after the collapse of the USSR in 1991 is the worthy successor to the Azerbaijan Democratic Republic.
