The first meeting of the Scientific Council of the Institute of Molecular Biology and Biotechnologies of RA MSE was held in 2023. First, the council members observed a minute of silence in memory of those who died due to the natural disaster that occurred in Turkiye on February 6. Academician Irada Huseynova, vice-president of ANAS, general director of the Institute, who opened the meeting and informed the council members about the issues on the agenda. At the meeting, an extensive discussion of the comprehensive plan of scientific research works to be carried out at the institute in 2023 in accordance with the theme plan of scientific research works to be carried out in ANAS for 2021-2025, approved by the decision of the Presidium of ANAS dated October 1, 2021 No. 17/1 held and unanimously accepted.

Then, academician Irada Huseynova informed the members of the council about the decree of the President of the Republic of Azerbaijan Ilham Aliyev dated September 29, 2022, on declaring 2023 the "Year of Heydar Aliyev", and gave an order to hold a series of events at the institute on this occasion. Then the acceptance of an article for the 2023 edition of Volume VII, number I of the "Transactions of the Institute of Molecular Biology and Biotechnologies" and other issues were discussed.
