On October 23, under the organization of the Ministry of Science and Education, a public hearing was held to discuss proposals related to science and higher education within the framework of preparing the draft “Socio-Economic Development Strategy of the Republic of Azerbaijan for 2027–2030.” The event was attended by representatives of higher education and scientific institutions, government agencies, and members of the public. During the hearing, the current state of the science and higher education system, development directions, and priority tasks were discussed. Speakers proposed increasing admission rates to doctoral programs, stimulating young people’s interest in scientific research, and strengthening the financial and institutional foundations of scientific activity. In addition, issues related to aligning higher education with the labor market, developing research-oriented universities, creating laboratory and innovation environments, and involving master’s and doctoral students in practical activities were highlighted. During the discussions, proposals were also put forward regarding the implementation of a differential funding model based on the ranking and accreditation indicators of higher education institutions, strengthening mechanisms to support students in obtaining international certificates, and the digitalization of education.
