Education and science have always been central pillars of the statehood philosophy of National Leader Heydar Aliyev. According to Academician Irada Huseynova, special attention was paid to the development of science during both the first and second periods of Heydar Aliyev’s leadership. She emphasized that hundreds, and later thousands, of young Azerbaijanis were sent to leading universities and research centers of the former USSR to train national scientific personnel. As a result, many of these specialists later assumed leading roles in state administration, science, and education. Irada Huseynova noted that the establishment of new institutes, universities, and scientific departments significantly strengthened the country’s scientific potential. She highlighted that after Heydar Aliyev’s return to power for the second time, the course of scientific development was restored in a politically and economically weakened Azerbaijan. Measures such as increased salaries for scientists and modernization of the Academy’s infrastructure reflected this renewed commitment. The expansion and strengthening of the Azerbaijan National Academy of Sciences demonstrated the high value placed on science at the state level. Irada Huseynova also underlined that Heydar Aliyev always approached governance through a scientific and practical perspective. She concluded that this strategic science policy is successfully continued today under President Ilham Aliyev, ensuring sustainable scientific development in Azerbaijan.
