July 14, 1969, is not only a significant political milestone in the history of Azerbaijan but also marks the beginning of a qualitatively new stage in the development of the country's science, education, national human resources, and intellectual potential. From that date onward, the development of human capital, the improvement of the quality of education, the advancement of scientific institutions, and the training of highly qualified specialists became systematic priorities of public governance in Azerbaijan.
