On April 15, the regular meeting of the Scientific Council was held at the Institute of Molecular Biology and Biotechnologies of the Ministry of Science and Education. The General Director of the Institute, Academician Irada Huseynova, opened the meeting and briefed the council members on the issues listed on the agenda. Academician Irada Huseynova provided information about the Decree of the President of the Republic of Azerbaijan dated April 4, 2025, concerning the optimization of the activities of scientific institutions under the Ministry of Science and Education of the Republic of Azerbaijan. She noted that the main goal of this reform-oriented Decree is to increase the efficiency of scientific institutions, ensure the effective use of the state budget, simplify management processes, and enhance the recognition and appreciation of scientists’ work. One of the central goals of the reform is to create favorable conditions for the development of young scientists and researchers, to foster scientific advancement in the regions, and to promote a closer integration between scientific research and the education system. The structural changes to be implemented in this direction will contribute to the improvement of the research environment, enhance the applicability of scientific outcomes, and create opportunities for the expansion of international scientific cooperation. Then, the Head of the International Proteomics Laboratory of the Institute, PhD in Biology Aynura Pashayeva, presented a report to the council members on her participation in the 2nd International Conference on Plant Protection Sciences held at Sindh Agriculture University in Tandojam, Pakistan. At the meeting, issues related to the scientific secondments of Doctor of Biological Sciences, Associate Professor Shahniyar Bayramov to the Zaidín Research Center of the Spanish National Research Council in Granada; PhD in Biology Ulker Ibrahimova to Shandong Agricultural University in China; junior researcher Nihal Mustafayeva to the Agricultural Testing and Research Institute in Speyer, Germany; and senior researcher, PhD Fidan Huseynova to Heraklion, Greece, as part of a working group within the framework of the COST program, were reviewed and appropriate decisions were made.
