In his opening speech, Mukhtar Naghiyev, Chairman of the New Azerbaijan Party’s Sabail District Organization, emphasized that during the leadership of the National Leader Heydar Aliyev, the activities of scientific research institutes were strengthened, and new scientific directions, particularly, in biology, biotechnology, and ecology developed rapidly. The Great Leader repeatedly stated that “the future of the state is impossible without the development of science.” This principle formed the foundation of his policy.

This institute has become a center shaping the modern face of Azerbaijani science and is recognized globally. Research conducted here makes significant contributions to the development of agriculture, environmental safety, medical biology, and biotechnology.

Today, President Ilham Aliyev and First Vice-President Mehriban Aliyeva successfully continue the scientific policy of the Great Leader. State support for science, the involvement of youth in research, and the establishment of new laboratories are clear indicators of this policy.

The speaker, academician Irada Huseynova, Vice-President of ANAS and Director General of the Institute of Molecular Biology and Biotechnology, stated that National Leader Heydar Aliyev identified the development of science as one of the main directions of state policy. On his initiative, special attention was given to the fields of biology and biotechnology, and the applied directions of fundamental scientific research were determined. With his support, new scientific schools in biology were established in the country, modern laboratories were built, and opportunities were created for young specialists to study abroad.

After returning to power in 1993 at the request of the people, Heydar Aliyev launched large-scale reforms to restore the scientific potential of independent Azerbaijan and develop it in accordance with new conditions. Under his leadership, the Azerbaijan National Academy of Sciences received state-level support, and important decisions were made to improve the social status of scientists and strengthen the activities of scientific institutions.

The world-renowned scientist, academician Jalal Aliyev also played an invaluable role in this field. He was one of the founders of molecular biology, biophysics, and biotechnology in Azerbaijan. Under his leadership, the scientific base in these fields was established in the country, and highly qualified personnel were trained. National Leader Heydar Aliyev always highly valued Jalal Aliyev’s scientific work and provided comprehensive support for the implementation of his initiatives. Thanks to the joint efforts of these two great figures, the foundation of modern biotechnological research was laid in Azerbaijan, and this field became one of the national priorities.

Today, under the leadership of President Ilham Aliyev, these traditions continue successfully: the institute’s material and technical base is being strengthened, and international scientific collaborations are expanding. The Institute of Molecular Biology and Biotechnologies has become one of the leading scientific centers in the region.
