Legal and Human Rights Office of the Presidium of ANAS held a seminar + Photo

On October 12, a seminar was held with the Division of Biological and Medical Sciences of ANAS and Legal and Human Resources Office of the Presidium of the Azerbaijan National Academy of Sciences. The seminar was attended by heads of enterprises and organizations under division , and responsible staff for human resources.
Opening the event, chairman of the Division of Biological and Medical Sciences of ANAS, academician Irada Huseynova spoke about the importance of organizing the activities of scientific institutions and organizations within the legal norms, in accordance with the requirements of the legislation and said that the division should work in cooperation with the Legal and Human Resources Office.
Rasim Agasiyev, head of the Law and Human Resources Office of the Presidium of ANAS, PhD in Law, Associate Professor, informed the participants of the agenda of seminar, and stated that discussion to be carried out about the application of the authority of the President of ANAS to give orders, and regulation of some staff units of scientific institutions and organizations of ANAS in accordance with the legislation.
Reminding the Decree of the President of the Republic of Azerbaijan No. 386 dated December 11, 2014, in order to reinforce the legal support base of ANAS and ensure its activities in accordance with the requirements of the current legislation, the requirements of Article 9.5.10 of the Academy's Charter he spoke about the cases in which the President of ANAS will issue orders on binding and individual issues on scientific institutions and organizations, and in which cases orders can be issued on general issues. The head office also clarified the rules of procedure when sending employees on business trips abroad, noting that the appointment of the Deputy Director for Science and the Scientific Secretary by the President belongs to the nomenclature of the Presidium and is hired by the President. Noting that the establishment of laboratories, renaming and appointment of the head of the laboratory was carried out only relied of the decision of the Presidium, R. Agasiyev stressed out.
